Pay Range:

$349,050 - $459,156 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.


Job Description

We have an opening for an Associate Director (AD) for the Environment, Safety, & Health Directorate (AD ES&H). In this position, you will serve as a key member of the LLNL senior management team providing oversight and management of all ES&H matters. You will work collaboratively with Laboratory Program leaders and the Operations & Business (O&B) senior leadership team to shape ES&H strategic initiatives aimed at maturing and shaping the safety culture of the Laboratory as we pursue world-class safety performance through a singular focus on the belief that our mission work can be outstanding only if it is conducted with the highest regard for safety. You will set strategic direction for enhanced safety culture, cultivation of disciplined operations and questioning attitudes, development of strong safety leadership skills throughout the organization, environmental stewardship, and programs that support the well-being of our workforce.

The AD ES&H will provide leadership and strategic direction for the ES&H Directorate, which has an approximately $95M budget and 450 FTEs.You will lead the ES&H Department Managers to shape strategies for streamlining ES&H programs and creating a more risk-based approach. ES&H Directorate manages a broad set of ES&H programs, including Occupational Medicine, Industrial Hygiene & Safety, Environmental Management, Radiation Protection, Biosafety, Safety Engineering, Explosives Safety, Laser Safety, Packaging & Transportation Safety, Nuclear Safety, and Human & Organizational Performance, and Work Planning & Control.

This position reports to the Principal Associate Director for O&B and serves as a member of the O&B senior leadership team. The selected candidate will also interface and partner with the National Nuclear Security Administration (NNSA) Livermore Field Office, Department of Energy (DOE)/NNSA HQ, the DOE-wide ES&H community through Energy Facility Contractors Operating Group and the National Laboratory Directors Council ES&H Committee, and the Atomic Weapons Establishment.

You will

  • Provide innovative leadership and technical direction to the ES&H Directorate, with an emphasis on building a get-to-yes mindset, risk-based decision-making, and continuous improvement culture, ensuring quality and operational excellence.
  • Set strategic direction and oversee a comprehensive LLNL ES&H program and budget to enhance the laboratory's safety culture, cultivation of disciplined operations and questioning attitudes, development of strong safety leadership skills throughout the organization, and a focus on the well-being of our workforce.
  • Proactively build and sustain partnerships with the DOE/NNSA Livermore Field Office, NNSA HQ, other DOE Laboratories and sites, and internal key stakeholders. Partner closely with the Programs, Laboratory support organizations, and others for seamless integrated planning and execution to maximize value and impact. Ensure that stakeholders are engaged, apprised, and involved in appropriate aspects of planning and execution.
  • Model and promote LLNL's values and support LLNL's commitment to Inclusion, Diversity, Equity and Accountability.
  • Foster efficient and engaged teamwork with a high focus on enabling LLNL's mission through superior performance, excellent customer service, timely and transparent communication, mutual support, talent development, in a compliance and safety and security culture.
  • Serve as a mentor to the ES&H leadership team throughout the directorate to enhance leadership, communication, and change management skills.
  • Develop initiatives to advance our strategic goals of modernizing ES&H services through streamlined processes and digital technology, to provide effective management controls, and identify initiatives that support the continuing maturation of the ES&H organization.
  • Develop a strategy for performance metrics that will enable understanding the health of our ES&H programs, leveraging analytics and business intelligence for performance and risk-based decision making.
  • Understand needed workforce skills, knowledge, and abilities, and transformational drivers, and actively engage with internal customers, ES&H Department Managers, and Human Resources to ensure our strategic workforce and budget plan addresses the needs of the Laboratory.
  • Promote project discipline to ensure timely and complete responses to DOE and NNSA contract deliverables and performance requirements, and Safety Performance Objectives, Measures, and Commitments.
  • Maintain and coordinate an executive-level internal ES&H governance committee to help prioritize ES&H strategic initiatives, develop effective partnerships and trust with senior managers, and effective coalitions with NNSA and DOE.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency.
  • MS in Industrial Hygiene, Safety Engineering, or another ES&H field, or an equivalent level of demonstrated technical working knowledge and experience in a variety of the ES&H programs listed above.
  • Successful experience as a senior leader of operations for a large complex technical organization/program delivering on a broad portfolio with significant fiscal, facility, personnel, and programmatic responsibilities.
  • Extensive senior level leadership of a large multi-discipline ES&H organization in a national laboratory or high-hazard industry, experience developing and implementing risk-based ES&H programs and demonstrated expert knowledge and application of ES&H laws, regulations, and standards.
  • Experience integrating and implementing the tenants of the Integrated Safety Management System for operations including ES&H, work planning and control, training, and disciplined operations.
  • Demonstrated contemporary leadership and managerial skills to explain, present, direct, negotiate, motivate, and collaborate with administrative and technical disciplines and all levels of management and staff internal and external to the Laboratory.
  • Strong leadership characteristics, including personal integrity and accountability, fiduciary responsibility, trustworthiness in relationships, strategic viewpoints, commitment to quality and excellence in programs and operations, and commitment to workforce diversity and employee development.
  • Exceptional interpersonal skills with the ability to interact effectively with individuals representing a broad range of skills and experiences, ability to build coalitions to move the ES&H Directorate and the safety culture of the Laboratory forward, and to lead constructive discussions with differing opinions to conclusion.
  • Expert written and verbal communications skills with demonstrated capabilities in delivering presentations and reports.
  • Demonstrated advanced skills in change management and leading change initiatives across an organization and/or company.
  • Extensive expert level organizational problem solving, decision making, and analytical skills necessary to independently advise, recommend and approve appropriate actions, implement solutions, and create and manage change.

Desired Qualifications

  • Significant experience in DOE/NNSA programs and M&O contract operations, knowledge of critical missions, and success enabling those missions through effective deployment of operations-related management systems.
  • Certification in one or more ES&H discipline, e.g. industrial hygiene.
  • Experience developing and utilizing performance measures and data analytics.
